MyInbox pulls custodial and emergency contacts (alternates) only, non-custodial contacts are not pulled into myInbox.
Custodial contacts receive all messaging by default and contacts can change their messaging settings (under subscriptions). Schools can also change subscription settings for contacts.
Emergency contacts (alternates) are only pulled to be used when custodial contacts can't be contacted. Emergency contacts receive no notifications otherwise.
