Create New Enrollment Period at least 60 days out from start date.  Copy last year's settings and see previous lottery dates to keep it simple.

Check the Enroll Now page on your website to ensure the countdown has started and that you are satisfied with the message below the countdown. 

NOTE - If it is more than 60 days from the start date of the new enrollment period, the countdown will not have started yet, and the message below the countdown will not show yet. It will show automatically once you are within 60 days of the start date.
